MEMORANDUM OPINION AND ORDER

WILLIAM E. DOYLE, District Judge.

I. THE EVIDENCE

In this case the Government seeks an injunction prohibiting defendants from continuing to mine or explore for limestone on forest lands located in Teller and El Paso Counties in Colorado.

In essence the Government seeks to prohibit these activities, at least during the pendency of the administrative proceedings to determine the validity of the claims.
