I. Statement of Facts

Plaintiffs, Alice McNamara and Francis Gabel, were involved in separate automobile accidents. Neither was covered by a liability insurance policy at the time of the accident. The defendant, Vermont's Commissioner of Motor Vehicles,1 required proof of financial responsibility from both plaintiffs, ordering each of them to purchase motor vehicle liability...
