This is an action for a preliminary injunction and a declaratory judgment under Title 28 U.S.C., Section 2201. Plaintiff alleges that jurisdiction is conferred upon this court by the Indian Bill of Rights, specifically Title 25 U.S.C., Section 1302(8).
