COLEMAN, Circuit Judge.

This appeal raises two oft presented issues: (1) whether an N.L.R.B. representation election was held in an adequately non-coercive atmosphere and (2) whether certain pay raises amounted to infractions of the National Labor Relations Act. As to the first we decide in the affirmative. As to the second we set aside the Board order.
