Plaintiff, Doyle Conner, as Commissioner of Agriculture for the State of Florida, successfully brought an action in interpleader in the Circuit Court of Palm Beach County to determine the respective rights and interests of first handlers to funds in his possession which had been collected pursuant to Chapter 573, Florida Statutes, F.S.A.
