The appellant, Robert A. Parrigin, is the unsuccessful candidate of the Republican party for the office of County Court Clerk of Wayne County. The appellee, Jack Sawyer, is the successful candidate of the Democratic party. The election was conducted on November 4, 1969. Sawyer was the then incumbent County Court Clerk seeking re-election.
