The procedure pertinent to our inquiry for annexing all or a portion of a school district to an adjacent school district in this state is set out generally in 70 O.S. Supp. 1968, Section 7-1. The procedure may be begun by a petition signed by a majority of the school district electors in the area affected, addressed to the County Superintendent, who must call an election upon the petition within fifteen...
