Joe PARTIN, On Behalf of Himself and other Interested taxpayers of the City of Raleigh v. The CITY OF RALEIGH.

Court of Appeals of North Carolina.

Certiorari Denied October 5, 1970.

Attorney(s) appearing for the Case

Henderson, Henderson & Shuford, by David H. Henderson, Charlotte, for plaintiff-appellee.

Donald L. Smith and Broxie J. Nelson, Raleigh, for defendant-appellant.

VAUGHN, Judge.
