This is a petition for a writ of mandamus brought by the petitioners, citizens of Harwich, against the respondent Board of Registrars of Voters of that town, alleging that certain votes case in a town election on March 3, 1969, were improperly counted. A judge of the Superior Court made findings, rulings and an order in favor of the respondent. The record indicates the following.
