On January 12, 1963, Wayne Ingersoll, a resident of Illinois, drowned after the car in which he was riding broke through the ice on the Mississippi River allegedly within the territorial jurisdiction of the State of Iowa. Marie Ingersoll, as administratrix of the estate of Wayne Ingersoll, filed a complaint in the circuit court of Carroll County alleging the right to recover damages...
