James Edward Johnson (hereinafter "plaintiff") brought this action against the City of Pacifica, two of its police officers and others. The action seeks recovery of damages incurred when, as a result of the allegedly negligent conduct of the officers, plaintiff was arrested and temporarily incarcerated on forgery charges of which he was innocent.
