Richard E. Robertson, trading as Alexandria Drafting Company and thirty-one other plaintiffs instituted separate actions against the City of Alexandria for damages they sustained to their properties as a result of the flooding of Four Mile Run in Alexandria on August 20, 1963. It was stipulated that all the plaintiffs received damage and the cases were consolidated only for the purpose of trying the issue of the City's liability. On May 26, 1967...
