On September 7, 1965, the Burlington Housing Authority condemned property of the plaintiff, Dr. Arthur A. Allen, located in Burlington, Vermont. This condemnation proceeding was instituted pursuant to the provisions of Chapter 87, Title 24, V.S.A. section 4011, and related sections 221, 233 of Title 19, V.S.A.
