The zoning pains of Howard County have often required our attention during the past decade.1 Although the instant case is scarcely more than a twinge it must nevertheless be dealt with. The Planning Board recommended denial of the petition for reclassification. The Zoning Board, after a hearing, denied the petition. The circuit court reversed the Zoning Board.
