Plaintiff seeks to recover a portion of the duties assessed at New York on the value of sixty-one reels of telephone cable produced in Spain in part from copper wire and insulating paper exported from the United States.

The telephone cable was liquidated and assessed at 15 per centum ad valorem of its appraised and entered value, as invoiced, under paragraph 316(a) of the Tariff Act of 1930, as modified by the Sixth Protocol of Supplementary...
