OPINION

COLLINS, Chief Justice.

Petitioner seeks a Writ of Mandate directing the Chief of the Department of Parole and Probation to allow him to file, and requiring the State Board of Parole Commissioners to consider, his application for parole which they otherwise have refused to do relying upon ch. 98, [1969] Stats. of Nev. p. 125. We direct that the writ shall issue.
