The defendant is charged with violating section 600 of the Vehicle and Traffic Law, which in part states that "Any person operating a motor vehicle * * * who, knowing that damage has been caused to * * * personal property * * * of another, due to the culpability of the person operating such motor vehicle * * * leaves the place where the damage occurred without stopping, exhibiting his license * * * shall be guilty of a misdemeanor...
