OPINION

COHEN, District Judge:

This challenged third-party action raises, among others, an issue requiring an interpretation of the 100-mile "bulge" or extension to the territorial jurisdiction of a federal district court under Rule 4(f)1 of the Federal Rules of Civil Procedure.
