Jurisdiction of this Court is clearly invoked not only by virtue of the engrafting upon State action, First Amendment privileges through the Fourteenth Amendment, but moreover by a clear Congressional intent expressed in 42 U.S. C.A. § 1983 and 28 U.S.C.A. § 1343, which statutes have been clearly and expressly upheld and discussed by the Supreme Court of the United States and the Fifth Circuit...
