Appellant, a tenant who has been sued for possession of premises, has now been permitted to proceed on appeal without prepayment of costs. McKelton v. Bruno, U.S.App.D.C. (No. 22,628 decided February 17, 1970). Relying on Lee v. Habib, 424 F.2d 891 (D.C.Cir., decided January 22, 1970), he now requests that a transcript of the proceedings in the trial court be prepared at the expense of the United States....
