This appeal is from a judgment of the district court affirming the refusal of the County Judge of Hidalgo County, Texas, to issue to Clarence Rodgers, appellant, a Beer Retailer's Off-Premises license for Stan's Drive-Inn, located in Weslaco, Texas.
