This is an action seeking to compel the Comptroller of the Currency of the United States to issue a charter on a new national bank to be operated in the City of Hartsville, South Carolina. The plaintiffs, the proposed organizers of the new bank, allege in their Complaint that the Comptroller's denial of their charter application was illegal and beyond the scope of the powers of his office, or in the alternative that such denial was unreasonable...
