This is a petition for mandamus. The petitioner-plaintiffs seek to compel the defendant village and the associated water, sewer, highway and zoning authorities to issue the necessary permits for water and sewer services to be provided to certain designated lots on property of the plaintiffs in the village that has been subdivided as a mobile home park.
