On July 1, 1969, the Pike County Board of Education, on recommendation of the new superintendent of schools who took office that day, made substantial transfers of the position assignments of administrative or supervisory personnel and school principals. Nine of those who were transferred brought this action against the board members and the superintendent, seeking to enjoin the transfers on the grounds that the transfers (1) were in violation...
