This is a class action for injunctive and declaratory relief, brought pursuant to the provisions of 42 U.S.C.A. § 1983. Jurisdiction of the court is invoked on the basis of 28 U.S.C.A. § 1343(3); a statutory three-judge district court was convened pursuant to 28 U.S.C.A. § 2284.
