This case brings before us questions with respect to the Ohio implied consent statute, Section 4511.191, Revised Code. That statute provides, in part, that:

"(A) Any person who operates a motor vehicle upon the public highways in this state shall be deemed to have given consent to a chemical test or tests of his blood, breath, or urine for the purpose of determining the alcoholic content of his blood...
