The Plaintiff is the record owner of a parcel of land in Westbrook known as the Spring Street Quarry property. Defendant City maintains the city dump on the property adjoining the parcel and Plaintiff charges that Defendant has allowed its dump to extrude and encroach upon the quarry land.
