DUNIWAY, Circuit Judge:

Lincoln appeals from a judgment dismissing his Civil Rights action (28 U.S. C. § 1342; 42 U.S.C. §§ 1981, 1983) on the ground that the complaint fails to present a substantial federal question. We affirm.
