On May 12, 1965, the United States assessed a lien against the property of Russell E. Travis, Jr., for unpaid income taxes, and on May 18, 1966 filed notice of lien in the United States District Court for the District of Columbia. In enforcement of this lien the United States seized and thereafter sold on June 20, 1966 in the District of Columbia an automobile as the property of Travis.
