West Lanham Hills Citizen's Association, Inc. (the Association) aggrieved by the fact that Regal Construction Company (Regal), in the course of a road construction job, had dumped fill on the Association's unimproved lot, brought suit against Regal in the Circuit Court for Prince George's County.
