Henry C. Hubbard brought an action against the United States, under the Federal Tort Claims Act, 28 U.S.C. § 1346(b), and against Silvio Conte, the latter a member of Congress, for damages resulting from injuries sustained by Hubbard as a result of having been shot in the head by Conte during an organized and supervised deer hunt on a government reservation at Camp A. P. Hill, Virginia, to which Hubbard, Conte and some eighteen other persons...
