Code, Art. 66 1/2, Sec. 154 (a) (1967 Repl. Vol.) requires one who intends to make a claim against the Unsatisfied Claim and Judgment Fund (Fund), "as a condition precedent" to his right thereafter to apply for payment from the Fund, to "give notice" to the Unsatisfied Claim and Judgment Fund Board (Board) of such intention within 180 days after the accident or "within 30 days" of receiving a disclaimer of liability...
