This is an appeal from an order issued by the Wayne County Circuit Court affirming the findings of the Michigan Department of Social Services. The Michigan Department of Social Services had denied the plaintiffs' application for a license to add six day-care children to the six children under age 17 already in the plaintiffs' foster home.
