The multifarious provisions of the Pennsylvania Municipalities Planning Code (MPC), Act of July 31, 1968 (Act No. 247) art. IX, 53 PS §10901 et seq., as affecting various provisions of the Township and Borough Codes, have created problems of interpretation and application. These problems are especially directed to the effect of express and implied repealers of the MPC and to procedures for appeal.
