This is an action to recover approximately $11,000 paid to defendant Farmington Township under an ordinance requiring the payment of a sewer connection charge equal to the aggregate amount of any unpaid special assessments levied against the land for the township's sewer and drain system. The trial court concluded that the charge requirement conflicts with § 67a of the general property tax law
