Haden, II, in his capacity as State Tax Commissioner of West Virginia, to issue his requisition upon the State Auditor to reimburse the account of the petitioner in the amount of $13,871.50 which the petitioner alleges is due and owing for the fiscal year 1969-70 for personal services...
