The basic issue in this case is the validity of the following addition to the municipal code of the City of Markham, adopted March 21, 1968:

"Section 21-106-A. Number of Licenses. The number of Real Estate Broker Licenses that may be issued by the City of Markham, Illinois, shall be determined on a population basis, as follows...
