The plaintiff is the owner of a small parking lot which is within the redevelopment area in Stamford covered by the "Southeast Quadrant Redevelopment Plan Extended". The plan was adopted on February 20, 1963, by the Urban Redevelopment Commission of Stamford, hereinafter referred to as U.R.C.
