SCHNEIDER, J.

Young was elected in November 1964 as county engineer of Tuscarawas County for a term ending January 6, 1969. He ran for reelection as the Democratic party candidate for that office against Gasser as the Republican party candidate in the November 1968 general election. Gasser received the highest number of votes cast, assumed office, presumably on or shortly after the end of Young's elected term, and continues to exercise its functions.
