This case involves the question of the appropriate sanction to be applied, by the Secretary of Revenue, to a 17-year-old holder of a "regular" operator's license who is guilty of a speeding violation. Appellant has conceded, in this case, that he did drive 85 miles per hour in a 60-mile zone as charged by the Commonwealth.
