This is a declaratory judgment action, brought by Allstate Insurance Company against American Interinsurance Exchange1 to determine which of the two companies is under a duty to defend certain tort actions now pending in state court. The parties to those actions are named as defendants here, but the basic dispute is between the two insurers.
