The plaintiff, Curtis Collum, brought this action under 42 U.S.C. § 1983 against Frank A. Butler, James Hand, and James Wooten seeking damages for alleged violations of his civil rights. The defendants are members of the Chicago Police Department. The jury returned a verdict of $17,500 for the plaintiff.
