OPINION AND JUDGMENT

DALTON, Chief Judge.

This case comes before the court on a petition for a writ of habeas corpus filed in forma pauperis by Charles James Cousins, a state prisoner, pursuant to 28 U.S.C.A. § 2241.

On the 16th of February, 1970 said petition was filed in the United States District Court for the Eastern District of Virginia, at Richmond. By order dated February 24, 1970, this court transferred and filed said petition...
