Once again, we are asked to examine the question of what are permissible restrictions on correspondence by an inmate of a penal or correctional institution with persons and organizations on the outside. Plaintiff sued, under 42 U.S.C.A. § 1983, to have removed an absolute ban on his correspondence with a national magazine, its legal representatives and a psychiatrist whom plaintiff sought to interest in his case and to remove restrictions...
