Appellant Lee Alley appeals from a denial of his § 2255 motion to vacate his conviction for violating 18 U.S.C. §§ 371, 656 and 2 (conspiracy-bank frauds), involving losses of a bank insured by the Federal Deposit Insurance Corporation through fictitious loans.
