John W. West filed these two actions on November 17, 1969, and January 20, 1970, each asserting the same cause of action against the Marine Resources Commission and against the individual employees and vessels of the Commission. In each case West alleges a claim under the Jones Act, 46 U.S.C. § 688, for negligence as well as claims under the general maritime law for (1) unseaworthiness, (2) maintenance and cure...
