Mr. JUSTICE KLUCZYNSKI delivered the opinion of the court:

On November 5, 1968, a referendum entitled "Natural Resources Development Bond Act" was submitted to the Illinois voters. The State Electoral Board certified that there were 1,656,600 "yes" votes and 1,216,814 "no" votes and found that the bond issue had not been approved since the "yes" votes did not constitute a majority of the 4,267, 956 votes cast for the members of the General...
