In this appeal we are asked to reverse the District Court's denial of plaintiffs' motion for a preliminary injunction. This is a class action brought on behalf of a group of tenants living in low-rent housing projects and having rent leases with the National Capital Housing Authority of the District of Columbia (hereinafter NCHA), to enjoin a proposed rent increase.
