Keil, a private in the United States Army, seeks to be discharged from the Army as a conscientious objector pursuant to Department of Defense Directive No. 1300.6 and Army Regulation 635-20. On September 17, 1969, Keil filed his application for a 1-O classification as a conscientious objector. That application was disapproved on November 8, 1969.
