This is a diversity suit in which the plaintiff seeks to recover damages to her property, claimed to have been occasioned by the construction of the "East Rome Interchange Project", a state highway facility to which it is adjacent. None of her property was taken for the project. However, certain grade and traffic changes were made to public streets and highways bordering the property which it is contended caused the damages claimed...
